In January of 1949, a small group of Blue Cross and Blue Shield of Texas employees came together to organize a credit union.  This group of employees had a vision of providing a safe place to save and to get loans at fair rates.

From its modest start more than 60 years ago, Blue Cross Texas Federal Credit Union (“BCTFCU”) has grown through sound financial management as well as through responsive, personal member care and service.

Today, BCTFCU is aggressive and competitive with other financial institutions.  Unlike a bank or finance company, our goal is not to accumulate profits.  After expenses are paid and reserves are set aside, income is returned to our members in the form of highly competitive dividend rates, interest rates and other services.

Located onsite in the Blue Cross and Blue Shield of Texas headquarters in Dallas, the Credit Union originally served only the local employees and their immediate families.  Today, the field of membership includes retired employees of Blue Cross and Blue Shield of Texas, active and retired employees of Health Care Service Corporation and its current and former wholly-owned subsidiaries (including TrailBlazer Health Enterprises) who reside throughout Texas, their family members, and HCSC TX contractors.

BCTFCU is member-owned and member-operated.  Our Board of Directors is comprised of volunteers who are elected by our members.  The Board is responsible for maintaining the safety and soundness of the credit union by establishing policies and operating guidelines, declaring dividend rates and monitoring Management for adherence to Board directives and HCSC core values and policies. The Board appoints members to serve on both the Supervisory Committee, which is responsible for auditing and internal control functions, and the Loan Committee, which reviews loans that are generally outside of the loan officers’ authority.

Fulltime HCSC credit union professionals are tasked with the responsibility of managing the day to day credit union operations in accordance with HCSC core values and credit union rules and regulations.

Main bullet point Safety and Security

The Blue Cross Texas Federal Credit Union is chartered and supervised by the National Credit Union Administration, commonly referred to as NCUA. 

NCUA, a federal government agency, also operates and manages the National Credit Union Share Insurance Fund (NCUSIF).  Backed by the full faith and credit of the U.S. Government, NCUSIF insures the accounts of millions of account holders in all federal credit unions and the vast majority of state chartered credit unions.

The NCUSIF provides all members of federally insured credit unions with $250,000 in coverage for their individual accounts. These accounts include regular shares, share drafts (similar to checking), money market accounts, and share certificates.  Individuals with account balances totaling $250,000 or less at the same insured credit union have full NCUSIF coverage.  If a person has more than $250,000 at any single credit union, several options are available for additional coverage.  While NCUSIF coverage protects members at federally insured credit unions from losses on a broad spectrum of savings account and share draft products, it does not cover losses on money invested in mutual funds, stocks, bonds, life insurance policies, and annuities.  To find out more about NCUA and additional insurance coverage, click on http://www.ncua.gov/DataApps/Pages/SI-Tools.aspx
